[Harp-L] Etiquette? Obligation?

What is the proper etiquette if I want to sing a song at the local 
blues jam (where I play harp) from a CD by a living musician whom I do 
not know personally, e.g. Jason Ricci or Carlos del Junco?  (With 
"age/skill-appropriate" harp solos.)

What is my obligation of I want to sing a song at my local blues jam 
from a CD by a living musician?

Do I need to get an ASCAP license?  When and/or under what 
circumstances?
